These were stepper motor controllers used in older VHS recorders made by Panasonic (matsushita).

Won't be stepper motor drivers, steppers have never been used in VCR's (no use for them) - more likely they are the driver chips for DC brush-less (hall effect) motors.
These devices rarely have datasheets available, as they were specifically made for that single purpose, and not a chip you could buy.
