A 13.8V DC power supply

How would I make this? I would like to make it from 3 9V batteries, so how can I get it down to 13.8V, can I just use resistors or am I going to need a transformer or voltage regualtor.

why do you need 3 batteries? i think that 2 are enough....this way you can reduce from 18 to 13.8 you can use a LM317 regulator....
