hello,
I would like to know if I can plug a 12v high power led directly on a 12v 5A regulated source without a resistor, if not please suggest the best way to power the12v less. Thanks

There are thousands of high power LEDs available and they are all different.
We do not know which one you are talking about. Its datasheet will show you if it limits its own current or its maximum allowed current. It will show its forward voltage drop.
Maybe it needs a series current-limiting resistor powered from 15V or more.

The fact that the LED is rated at 12 V implies that it has a series resistor or even a more elaborate current control circuit.

Single LEDs do not have voltages of 12 V. The range is around 1 V for infra red up to around 3.2 V for blue or white.

As Audioguru says, more info is needed.

If you know what the rating of the individual LEDs is, you could try this LED resistor calculator:-
