    1.024 Voltage Reference for LM35

    i dont know how you change the resolution of the lm35 with a voltage referance but if you can - most pics have built in Vref module in mid range PICs the Vref ranges from 0.21v - 3.59v (using a 5v power source) as seen here :mid range voltage reference module you also must buffer the Vref output

    then whats the value of the horizontal resistor connected to the ground node? - according to the calculations under the circuit its value is 10Ω the value of the 10Ω resistor for one :)

    you state that between the green dot (9v) and red dot (V2) there is a 9v drop - if that was the case then V2 = 0 which would mean that there's no current through the 10Ω resistor which could not be the case because the current sources current has to go somewhere - so there is clearly not a 9v...

    Boosting output to run LED's

    you can use a transistor PICs can usually source about 25mA per port which should be enough to light a LED if its not enough, like you said you can use transistor as a switch in which case the current would be limited only by the power sources current limit
