Does anyone know how to write the truth table for a mod 16 traffic light for jus two sets of lights? i know how to implement the logic but i cant find the right combination for the traffic light.

i have changed my design. i am using a 7490 mod 10 counter but for some reason my circuit does not work properly. i designed it so that red lights up for the first 3 counts, amber lights up for the next 4 counts and green for the last three counts but it does'nt seem...
