wiring with charger help needed

I need help with a wiring setup for a LED lighting system powered by a 12v battery

Can i Have LEDs running while charging?

Why is there a 3rd solder point on charging point?

Is it just a matter of positive and negative connections?

I would ideally like to upload a sketch of wiring so someone can tell me if wrong
