Why must set MCLR to 5v???

VPP before VDD is something like this.

VDD = 0, VPP = 0 (OFF)
VDD = 0, VPP = 13 (Force PROGRAM mode)
VDD = 5, VPP = 13 (Program)

If MCLR is made into an input pin it won't respond to 13V if the program is already running.
 
i'm so wonder why i dint feed my MCLR to 5v,but my LED pattern more n more nice than feed it to 5v. But,i need to use hand to hold my MCLR cable,or use something to hold it.

Does the continue running in some capacity when the power is completely disconnected?
