I was looking around at DACs after playing with one on a arduino kit. I was kinda shocked that they start out at 2 bucks a pop in single quantities and quickly jump from there.

You can build one using a small microcontroller. Read the number in and convert it to pulse width modulation. You can run that through a capacitor if you need a smooth voltage output.
