Which PICs require VPP before VDD?

No, generally they are the more modern ones - and mostly ones that have internal oscillators.

Also they don't usually 'need' Vpp before Vdd, it's just to stop the internal oscillator running - all those I've tried work perfectly with Vdd before Vpp, as long as the time between them is short enough!.
