Never used Orcad, but I can say Eagle's easy to use, cheap, and easy to get ahold of. The autorouter is fairly smart. It's got a lot of annyoing quirks in the way libraries are managed that can screw you over if you don't start out using tricks to manage the libraries from the beginning. But otherwise it gets the job done and does it fairly well.
