what kind of bus is this

on the board it says NEMS ... UP-DWN .. CNTR
SC-A-117.
i was curious if anyone knew what bus this used . i've googled till i'm blue.
BTW that is the long side of a sheet of paper tward the bottom 11 inches !!

It can be a part of an old system that has no standart and no bus name.

it might have come from a garage sale.
i have had it in a box for a long time
