Yep that's it a 90v arrester I found it using google img to type arrester and it pop up I figured it did some thing like that just didn't know what thanks

You no what makes me mad I wish I new what it was a while back I had no idea how to test them or find a replacement. Now I do thanks dougy83

They are also called spark gaps. Sometimes they are used to make high voltage oscillators.
