what is the best method to measure the volume of liquid in a moving container. Does anybody share the solution?

Standard "float with arm connected to rehostat" fuel tank senders have been in use since 1920s. Do you want something different.

Obviously not, as the level moves - float and meter systems in cars respond VERY slowly to overcome this.

The inaccuracy is caused by sloshing, and tilt of the vehicle. A fancy ultrasonic sensor is going to be affected even more than a float by those...
