voltage regulation by temp

i need a voltage regulation circuit using simple components which would regulate the output voltage according to the temp so the fan speed can be variable..

the voltage should be regulated between the range of 6 - 12 volts being 6V @25C the lowest temp expected in the system and 12V@50C the max expected temp in the system..

further volatge should be able to drop further if the temp goes below 25C

this circuit will be used in a water cooling system and i dont want condensation to form so the voltage should keep dropping to keep the temp constant at 25C but not let it go any lower

however at the high temp side.. the voltage shouldnt rise any more than 12V even i the temp goes above 50C

the temp will be sensed by a thermisitor immersed in fluid whose temp is to be controlled
