Voltage range detector

I need to implement(using op amps) a voltage range detector with the following transfer function:

Vout= 0 for -.2V< Vin <+.2V
Vout=+12V for Vin > +.2V
Vout=-12V for Vin < -.2V


Any help is appreciated.
