If you're just asking about the vibration aspect, there are lots of motor driven devices (and a "shaftless" vibrator I saw the other day) out there.

If it's the obstacle detection, what range and under what conditions are we talking?
 
thanks friend for replying every time. I am designing a system for blind person. i am using ultrasonic detector. when any obstacle in range of ultrasonic, vibrator will works and person get response even in noisy environment.
