Verify Error using P16pro40 programmer

Please help!

I am having a nightmare with P16PRO40 Programmer. When I try to program a PIC16F84 chip I get a verify error on address 0x00. The software I am using is Picallw the free version from the web.

The most common cause is too little voltage on the MCLR pin, or too much ripple on it - usually caused by using an unregulated wall wart PSU.
 
Following the advice of the following, I solved my problem of programming 16F628A using Picallw. Whether it will apply in your case I don't know.

I have just done that but it still is not working. If I command it to erase the PIC I see one of the Red LEDs Flashing, and the same applies when programming. But it reports an error still.

For the PSU I am using that of an HP Laser jet printer 24v dc. What else could be the problem.
 
Many things can go wrong with a PIC programmer, most mainly setup problem.

Without a PIC in the socket, confirm that all the signal voltages and control are good.
