Vending machine project, will pay for assistance

I have designed a simple vending machine.

What I require is a wiring diagram so it can do the following:

Customer places coins in coin acceptor (spec provided).

Customer selects one of three push buttons which will power a 12v pump for 10-15 seconds (time must be adjustable).

It would be nice to have a sensor on each pump to adjust the amount of liquid delivered too.

It has work with 220v Spanish mains input. And all parts must be able to be purchased in the EEC.

I'm pretty sure I'm after some kind of PLC, but as it's just part of a bigger project, I don't have the time to do a beginners course.

As stated, I am prepared to pay for the work undertaken.
