i would like to build a variable power supply from 0-17 V that deliver 5A at 17V
and has and led indication
 
What's the power source?
Does it need to deliver 5A all the way to 0V?
An led indication of what?

That is not a trivial project. I have a schem for a 0-16V/3A power supply I built.
