Use a 1N4004 instead of 1N4007?

For the attached schematic, would it be fine to replace the 1N4007 diode with a 1N4004? Thanks.

Perfectly OK to do so. Any of the 1N400x series will work in that circuit.
 
Yes, the 1N4007 is rated at 1000V and the 1N4004 is a mere 400V. As the circuit is using 12V then either will be fine.

Either diode should work, but I don't think you need the diode at all. What is your supply voltage?
Is it 12V batt as shwon in diagram? If so I guess it is good to keep as reverse batt protection.
