Turn Signal

I am wondering if anyone has an idea how I might make a curcit that will take the pulsing current to power something like this Fantastic ATOM Expander Kit-The Electronic Goldmine "it sequences from inner circle to outter. I want to make a new turn signal for my car. If there is more information that is need please let me know. I was thinking using a cap to store the voltage but I am thinking it will not work right.
