Trying to decipher a particular capacitor rating

uhh? Why? You're saying tantalum caps are bad because they are inherently unreliable which is FALSE, period, non refutable. There are satellites in deep space probes as well as military devices with tantalum capacitors in them, and they're inherantly highly reliable. Again, you're speaking only from cheap makers of bad tantalum caps.

The tantalum chemistry is not to be avoided, just CHEAP tantalum chemistry capacitors. This goes the same for every other component out there.

It's not pointless in the slighest to quote military spec. Tantalum capacitors are known to be inherently reliable and have an incredible lifespans in dead serious applications. It's a direct absolute refutation that tantalum chemistry itself has reliability problems. Your expertise is from crap components engineers and makers, there is nothing wrong with tantalum chemistry at all.
