Transistor gain question ?

If transistor gain changes depending on Ic and no two transistor have the same gain then how do you find its value in order to put it into its active region so that i can have 15ma @vcc 5v going though the collector and a Ib current at Ic/hFE ?


Is it correct to say a bipolar transistor could be seen as a variable resistor action on its collector to emitter junction when its in active region ?
 
If you want it in active region, it might not necessarily be 15mA.
Do you know about negative feedback?
I will post equations later but at the end you get Vrc=Vb*Rc/Re.
If you use biasing with four resistors, common emitter.
