Transistor BC547 Datasheet !

I don't understand why you have a problem with that. 0.7V is a nominal value for Vbe when the transistor is on but not saturated.
oh no !! 700mV = 0.7 V ... damn that was a silly mistake by me :-|
so it is 0.7V - 0.9V in active region i.e not saturated but on , does this value change when transistor is saturated ?

Vbe (sat) is when the transistor is saturated.
 
and what about Vbe min-580, Typ-660, Max-700mV
does this also changes in active or saturated region ?

That is the value when operting in the active region, not saturated.
 
To make a transistor saturated then its base current is much higher than when it is an amplifier so of course its Vbe is also higher.
