Traffic light I need help

So I am currently taking a course where we have to use verilog to create a 2 way traffic light controller. I made my clock divider to make a 50Hz clock become 1Hz and I have also have created my down counter
1st operation
PHASE 1 PHASE 2 PHASE 3 PHASE 4
20s 3s 10s 3s
2nd operation
PHASE 1 PHASE 2 PHASE 3 PHASE 4
25s, 3s, 5s, 3s
PHASE 1 PHASE 2 PHASE 3 PHASE 4

Thanks and sorry for being not too detailed in my earlier posts.
This program will be written in verilog for a spartan 3e.
I already made a clock divider and a down counter and I have the code for the push button to debounce it. Just need help with writing the code for the timelines and phases and night mode.
