To charge a capacitor

How long will it take to charge the different types of capacitors to full power?

The answer is simple, but asks more questions of you.

IIRC, a capacitor is considered fully charged after approximatly five time constants. A time constant for your circuit can be calculated by taking the reciprical of the product of the capacitor value in farads and the resistance that the capacitor can 'see' in ohms. In other words, to find the resistance value for your circuit, remove the capacitor from the circuit and measure the resistance value between the two points. Or, if you are doing it on paper, calculate the value between the two points.

In conclusion:
A capacitor is considered charged in 5*T
where T = 1/(R*C)
