timer switch not working

hi guys,
got a problem with some timer switches(220VAC,24VDC).
the problem is that they seem to work at times but sometimes not.
They are on-delay timers , so after some pre-selected time the normally closed switch should open and the normally open should close and all this happen when the timer is supplied with voltage,and to re-initialise them the voltage should be removed.what actully happen is that when its time for the switch to close or open it just oscillate from closed to open position twice or sometimes thrice and then regain its normal behavior.
There is a 16-stage binary counter(MC14541BCP) and a transistor(C5468, by the way someone have its datasheet? ive searched but not found.) which i think might be causing this.the timer works also with dc supplies(24V),and it works perfectly.Someone have an idea what might be causing this?

The transistor is probably a 2SC5468 so search for that.

It is likely that the 220Vac to 24VDC power supply part of the circuit is defective?

ive re-soldered every point on the board and its working now,surely a dry point was causing this.
