Need help with Time Delays!!!

Could anyone tell me how i could create a Time Delay using a capacitor and resistor, thanks.

I am trying to create a time delay using a capacitor and reistor in my project at school it is a basket ball counter my input is a micro switch control is monostable 555 and 4026s, and my out put is a LED display.

I think a little more information is needed. T= seconds that the capacitor reaches 63% of the applied voltage, when R is in ohms and C is in farads.
