tcp ip using pic

hi guys
i'm thinking of developing a system which can download data from internet using pic and a modem . i have heard of pics with ip address. if i learn tcp/ip protocol can i use pic to develope such a system

can anyone give some leads on the topic . pdf's web links any thing would do
