I have Samsung Syncmaster 793 PC monitor
and the picture is shaking or waweing oround
the center just a litle bit but very notecably.
It is like when degausing but smaller in scale.
This one should not end up like the TV from my
previous post here so I will wait for your replys
before I do something so please help.
I took a wild guess and visually checked the capacitors
and they seem fine.
I have barely touched a few capacitors and
the problem now seems to be gone.
So I suspect a cold solder somewhere.
Could it have been the anode cable contact
with the CRT.
I dont expect this to last I must find this cold
solder and fix it also because it is cind of hard
to get the case open.
It's your ancient 17" CRT monitor asking to die. Just hit the local computer dump, they're full of working CRT monitors that can be had for a song. Better yet get a much more energy efficient LCD display.
edit: Since your TV set seems to have also died recently might be an idea to look at LCD TV/Monitors with ATSC tuners, HDMI & VGA inputs. Two old busted TVs could be upgraded into a single nice modern LCD.

Ok so go buy an old CRT TV and or monitor off of Craigslist. You can probably get it for less than the parts to fix the one you got, possibly even free. I saw a 17" on the curb this morning for garbage pickup. Good LCDs have very high viewing angles, crappy ones don't.
