The switch mode power supply in a tv has power to the circuit but it is not switching Replaced som Caps , regulator transistors and horizintal reg but will still not power up. Help with this

Again, I'm not familiar with Nordmende sets (but possibly it's a Thomson?), but assuming it's not 'blown up' a common cause of switch-mode PSU's not starting is open circuit start-up resistors.
