Strobe circuit not working

Guys. I have never had a problem troubleshooting before but this has me confused. This is an old circuit from believe it or not a Star Trek Phaser. I did not draw the diagram so it may be wrong. I would like you to look it over and tell me if things look right. Or your honest opinion what looks wrong.

Unless I'm missing something, the diode looks like it's the wrong way around. It's a very weird schematic.
