Strobe and Circuits

Hi Friends

I have attached a circuit and would be grateful if someone will explain the job of the comparators? What is the function? Also, what is a strobe? I am not sure how to implement a strobe and its function?

I am going to be building this circuit tonight and any help appreciated. Thanks
