Strange behavior when PIC is on seprate power supply

I have a little flasher here (PIC18F1320) that runs great, no problems, but when it is connected to the Inchworm+ it runs fast, but when I hook it up with a 5V regulator, it does not want to run so fast. Nothing wrong with programming, just that wierd little thing that seems to be bugging me.
 
Doh! I forgot to put caps across the regulator. A important lesson that really shows in this situation.
