It only has a programing port, no RS-232
It is programed with RSD Lite.
Wiring is on the web site link you posted.
I think you are on your own as fare as programming code unless it comes with some sample code.

Program RSD Lite version 6.1.5 firmware for Cell Phone and Motorola smartphones? And as with the connector? How to connect the computer's USB connector with this?
 
But this program is not intended for programming of microprocessors,
somewhere there are other programs and drivers for W7?
 
Sorry I have no idea what other software is out there that may work.
