Start Up Delay Box Needed

There are more delay circuits than anyone can count,
but I don't have the time to breadboard, test, and build
one from parts.

I need a kit or fully assembled box that I can plug my
desktop computer case into. The power cord from a
simple multi-outlet strip could be plugged into the box.
Any peripherals plugged into the strip would start up
after a certain number of seconds or minutes.

If I were breadboarding this device it would sense the
increase in current flow when the computer power supply
is turned on. This would trigger the delay.

Obviously, this kind of delay box could be used for almost
anything. I did the usual Google search. Maybe I typed
in the wrong words. There has got to be a commercial
product like this, or at least a kit.

Any help would be appreciated.
