Solar charger?

Hi, i am wondering, is it possible to have a mini solar panel permanently charging two aaa batteries. The idea is that the solar panel will be constantly supplying a source of power to a usb charger. Which would be @ 3 volts, steped up to 5 volts. Is this plan possible?If so any idea how improve the idea?
