sn754410 and 1A stepper motor

I think I have some overheating issues with the sn754410. If I could get some clearfication on this that would really help.

Ok, I am using the sn754410 to drive a stepper motor.

The stepper motor is 5.1V and 1 Amp per phase.

Q1-When sizing an h-bridge do I need to consider both phases? So in actuality is this a 2 amp motor?

Q2-Does running at below 1Amp on the sn754410 guarantee that my chip isn't going to overheat if running at room temp?
