SMPS Problem?

On my PC with ASROCK 845GV motherboard, Cel 2GHz CPU when I start my pc by pressing the front pannel button the SMPS starts and shutsdown in 2-4 seconds, after about 6-10 seconds it starts again and the PC boots. I have tested 3-4 other SMPS but they also behaves same.
What can be the problem?

This thing depend only from motherboard.Try ask the manufacturer.

what power rating is the PSU.
and also the other types you tried were they higher power rating?
