Is there any difference between Tape On Reel, Tape Cut and Reel form for SMD Capacitors?

These are the types of packaging which is how the SMD capacitors are packed so that they can be transported
it does not change any characteristics of the capacitor
 
The tape is a format that machines use in placing components. When you buy reels you get exactly that. a reel, like a role of tape. the components are packaged in small plastic or paper housings with holes down the side so that the machine knows where it is, this continuous line is wrapped in a reel around a spindle. If working by hand, you just need to peel back the thin film that holds the components in to get them out.
