Simple code in XC8 C builds but doesnt work for PIC18F26K20

Hello,
The following XC8 C code for PIC18F26K20 Builds successfully but doesn’t work. Please help make it work?
All it is supposed to do is output on RC2 what it reads as an input on RB0. (They are both Digital I/O ports)
I cannot see why it wont work.
The following is the crux of the entire code………..

That's low voltage programing
 
What is connected to portb.0 and to portc.2 ?
To RB0 we have a pullup resistor and a low side switch which we wired in.
To RC2 its a BJT which enables disables some LEDs. (via an RC PWM dimmer filter)

..this is test code.......the real code is a DALI dimmer and we are receiving dali signals to the pin but it isnt dimming, so we want to see if the micro input pin (RB0) is dead by doing this simple code.
