Could someone tell me the operation of a basic shift-register-controlled keyboard encoder? I have been looking for this online and cannot find any help on this. Any help would be greatly appreciated and much needed.

you mean a PC chip or a generic reader? 16 bits can easily read an 8x7 matrix, though you then have to do debouncing and encoding in software
