Is this a running light for a bike or car? What DC voltage?

Google for "LED dome light diy". You will find lots of information.

Cars in Canada have had "running lights" for 20 years.
They are usually dimmed low beam headlights or dimmed turn signals in the front.

Chrysler and Jeep vehicles have the high beams on at full brightness in the daytime which blinds other drivers when it is cloudy or at dusk.

I am the guy who flashes high beams in the daytime at every Chrysler vehicle.
