A DC brushed motor can operate on simply the voltage from a battery, for example. However, it will only operate in one direction, and at one speed, until the battery voltage begins to fall off, at which time it will slow.

Add an H-bridge, or a motor driver chip, and you can run the motor forward and reverse, as well as have full stop and coast. A driver chip is really just a couple of h-bridges enclosed in one device.

If you're talking about from something like a micro controller or digital logica you can't run a motor without some kind of drive electronics. IC's are not required, you can make simple drivers with discrete transistors, however the motor control IC's that are out there are so much better than what most people can make that it's usually worth just buying a good driver IC.
