request for audio/video modulator & transmitter circuit

i hope your well according to my heading, i need simple circuit
that will transmitte a/v signal within 15 m range and its operate
in vhf band ,channel 3 applied, together with technical description
how it operates .also if possible i need a cost estimatimation for construct
prototype
