Is there any transmitter which controls the receiver at speed also....for eg: if a receiver is in vehicle and that vehicle speed is approximately 80kmph can we operate that receiver through transmitter in the surrounding area of 25mts

Relative motion at the speed that automobiles travel will not have any effect upon the operation of a wireless remote control. Only if the car travels at a few thousand km/h would you have to consider Doppler shift. Then you will have a range problem, not a frequency shift problem
