Is there any transmitter which controls the receiver at speed also....for eg: if a receiver is in vehicle and that vehicle speed is approximately 80kmph can we operate that receiver through transmitter in the surrounding area of 25mts
note:transmitter should be at fixed point

Relative motion at the speed that automobiles travel will not have any effect upon the operation of a wireless remote control. Only if the car travels at a few thousand km/h would you have to consider Doppler shift. Then you will have a range problem, not a frequency shift problem ;)
