Regulated Positive Voltage Booster / DAC

Hi everyone! I am new on this forum, looking for help and hopefully being able to help when i can.

I want to control a DC voltage from +-5V to 10V around 0.5A - 1A using an arduino. I have found this circuit and sketch:

My main concern is the current that this circuit is able to provide:
Using 5V from the Arduino, at 250mW the input current drain is 50mA (0.25W/5V=0.05A).
10V circuit output, max current is 25mA (0.25W/10V=0.025A)

Could i power my arduino with a 12V 2A so that way i will be able to have enough current / voltage?

Actually i don't need a voltage booster, i just need to control the analog out (DC). So maybe i can use a DAC to convert PWM to DC or what about a simple digital potentiometer?
