Rc video transmitter/receiver

Goodday all,plz i want to build a rc toy car with a camera mounted on it for survellance.The transmitter will be a kind of connected to a television in other to display the video captured and transmitted by the toy car(mounted camera).
Kind of complicated stuff but i know is possible.
