Questions regarding TX/RX & sound IC

I try to build a device which is useful for the visually impaired person.
The deveice can help them to know the bus number and where actually the bus heading for through a speaker placed at the bus station.
The bus hv a transmitter and the bus stop hv a receiver.

my question is what are the TX and RX suitable for this kind of projects?

What is the types of sound IC to use?

Do i need microcontroller on both sides of the TX and RX? If possible inform me what types of controller that is suitable.....

Yes and no....

Actually i have some concept and planning to use what microcontroller.

I need some opinions from experts and compare which one is better..

OK, PICs are very universal... Please read "Read this!" in my signature. You should start with 16F628(18pin) or with 16F877(40pin) PIC.
