Questions about 74F269SPC Fairchild 8-bit up/down counter

I am new to electronics and I am having great difficulty understanding data sheets. Does the part in the title have a overflow and/or underflow pin? More generally, how could I link two together to make a 16 bit counter? Here is the part's Mouser page: link
